VJ Siddharth Bhardwaj enters Bigg Boss 5

MTV Splitsvilla winner and VJ Siddharth Bhardwaj is the third male contestant to enter the TV reality show Bigg Boss.

It seems the makers of Bigg Boss 5 are shifting from their initial strategy of having mostly celebrity women in the programme, co-hosted by Bollywood stars Sanjay Dutt and Salman Khan.

The show started on October 2 on Colors channel with actor Shakti Kapoor as the only male contestant among 12 women and one transgender.

Last week saw the entry of TV actor Amar Upadhay, who became famous as Mihir Virani in popular daily soap Kyunki Saas Bhi Kabhi Bahu Thi, and now Siddharth is the third male contestant to become a member of the Bigg Boss house.

Siddharth grabbed eyeballs after winning dating reality show Splitsvilla on MTV with Sakshi Pradhan, who was part of the fourth season of Bigg Boss.

He went on to do shows like MTV Stripped, Gone in 60 Seconds and Roadies 8.0. The young actor said he is both excited and apprehensive about his entry into the show.

"The ladies had to settle for uncle Shati Kappor and uncle-in-making Amar Upadhay. As I am young, single and the ladies are totally going to love me," Siddharth quipped.

Bigg Boss has contestants locked inside a secluded house for three months, without any contact or communication with the outside world.

After campaigning against it in the Hisar Lok Sabha by election, Anna Hazare on Saturday said he will work with Congress across the country if the UPA government brings a strong Lokpal Bill in the Winter session of Parliament and keeps its words on other reforms. But he also sent out a warning to the Congress that if the Lokpal Bill was not passed in the Winter session he will work against Congress in the coming assembly elections in Uttar Pradesh and four other states like in Hisar. In an interview to Aaj Tak before going on 'Maun Vrat', the Gandhian said after Prime Minister Manmohan Singh's latest letter to him he was encouraged that the government would bring a strong Lokpal, the channel said in a release. "If the government brings a strong Lokpal and keeps its other promises, why should I oppose the Congress. In fact we will work with the Congress," he said referring to the Lokpal Bill and to electoral reforms including right to reject, decentralisation and more powers to gram sabhas. Seeking to dispel the notion that Team Anna is anti-Congress, he denied that Team Anna had campaigned against Congress in Hisar at the behest of BJP and RSS. "I have only seen him (RSS Chief Mohan Bhagwat) on TV, I have never met him or spoken to him. These are all allegations. In politics political parties are ready to do anything. The Congress, BJP and RSS are together conspiring to defame Anna. I have nothing to do with the RSS or BJP," Hazare said. Hazare denied that that he had received a letter from the RSS. "I don't even recognise Ram Madhav," he said when asked why the RSS leader was allowed on stage during the Jantar Mantar agitation. He said he had never thanked BJP President Nitin Gadkari for the BJP'S support. "If someone else from my team did, I can't say." In a rebuff to Team Anna member Prashant Bhushan, Hazare said he completely disassociated himself with his remarks on Kashmir. "I am against anybody who talks about dividing the country. I am very uncomfortable with what Bhushan has said. Our core committee will meet to decide on his continuing as a team member. After it meets. I will take a decision." Hazare also said Arvind Kejriwal was wrong in saying that Anna Hazare is above Parliament. "Arvind Kejriwal has not told me what he has said. But if he did say Anna is above Parliament, it's wrong. People are above Parliament, not Anna." He said he would tell his colleagues not to exceed their brief and speak on each and every issue. Hazare laughed off Congress leader Digvijay Singh's claim that he was being set up as a Presidential candidate in 2012. "I neither have the aptitude nor the desire to become President. In any case, if I become President I won't be able to do what I have been doing for society now." He said the Congress and BJP were shooting in the dark by spreading such rumours.

West Bengal Chief Minister Mamata Banerjee on Saturday gave Maoists a seven-day deadline to lay down arms, saying violence would not be tolerated any more.
"I am giving you (Maoists) a seven-day ultimatum to lay down guns. Think over it. We will not tolerate any more violence. Killings and negotiations cannot go hand in hand," she told a rally in Jhargram.
"They (Maoists) do not pursue any ism, they have no ideals. They are 'supari' killers, jungle mafia. People hate violence. We initiated the peace process. We will continue the negotiations, but you (the rebels) have to lay down arms," she said.
Condemning killings by Maoists and gunning down of two Trinamool Congress leaders in junglemahal recently, Banerjee said, "We have started the peace process, stopped joint operations for over four months, expecting peace to return... But they (Maoists) have not kept their word and continued the killing spree."
She said if peace returned to junglemahal, there would be no need of joint security operations.
Asking the Maoists what they wanted, the chief minister said, "Tell me what you want? We will give you schools, colleges, roads, jobs...everything...The door for dialogue is still open. We want a solution through negotiations but we will not tolerate any more violence."
Holding up the three-month-old baby of slain TC leader Lalmohan Mahato, Banerjee said, "We do not want any more mothers to lose their children...I will never compromise with peace. Development is another name of peace."
Daring Maoists to come into the open instead of indulging in killings under the cover of darkness, she said, "You want to kill Mamata Banerjee? Tell me where you want to kill me.
There will be no policemen with me."
On Maoist threat to people not to avail of government assistance like rice and foodgrains, she said, "Don't be afraid of some goondas. We will not allow this to take place anymore...Development can't come through terrorism."
Urging Maoists to return to the mainstream, Banerjee said, "We will give protection to those returning to normal life. We will give them jobs, monthly pension and benefits under other schemes."
Announcing a number of development projects for junglemahal, said she if development starts taking place in the region, Maoists will be gradually alienated from the masses.

Telangana Joint Action Committee calls for shutdown on Monday

The Telangana Joint Action Committee (JAC) has called for a shutdown in Telangana on Monday to protest large-scale arrests and "police excesses" during the first day of its "rail blockade".
Condemning arrests and "false cases" against the protestors, JAC convener M. Kodandaram Sunday night called for the shutdown in Telangana, which comprises 10 districts including Hyderabad.
Kodandaram urged people to come out on the tracks in large numbers to lodge their protest against the arrests of hundreds of people across Telangana.
The JAC, which is spearheading the movement for separate Telangana state, had called for three-day "rail blockade" which began Saturday.
The JAC leader alleged that police did not spare even women. "As many as 60 women are still in police stations in violation of the directions of the Supreme Court," he said.
Prominent women leaders in police custody include Telangana Rashtra Samithi (TRS) MP Vijayshanti and TRS chief K. Chandrasekhara Rao's daughter K. Kavita.
Kodandaram accused the state government of adopting repressive measures. He condemned the arrest of MPs, including those of the Congress, for serious offences under the Railway Protection Act.

Facing imminent arrest, former Karnataka Chief Minister

Facing imminent arrest, former Karnataka Chief Minister BS Yeddyurappa on Saturday surrendered before a Lokayukta court in Bangalore and was sent to jail for a week after he was issued an arrest warrant in connection with alleged land scams.
On a day of high drama, the 68-year-old BJP leader, who resigned as chief minister on July 31 in the wake of his indictment by the Lokayukta in illegal mining scam, turned up in the court even as a team of police officials went to his house for arresting him.
Yeddyurappa is the first former chief minister of Karnataka to go to jail and the development has come as a major embarassment to BJP whose leader L K Advani is on a countrywide campaign against corruption.
Significantly, Karnataka, where Yeddyurappa had headed the first government of BJP in the South, does not figure in Advani's campaign yatra.
Acting on a complaint by two laweyers against Yeddyurappa for alleged irregularities in denotification of lands during his tenure as chief minister, special Lokayukta judge N K Sudhindra Rao rejected his bail application.
The former chief minister had failed to appear before the court while his sons B Y Raghavendra, MP, and B Y Vijendra as also his son-in-law Sohan Kumar appeared in the court and got bail.
The judge remanded Yeddyurappa to judicial custody till October 22. His lawyer M B Naik had earlier said that they would challenge the Lokayukta court order in the High Court.
Another accused, former minister S N Krishnaiah Setty, was also remanded to judicial custody till October 22 by the judge who also granted bail to BJP MLA Hemachandra Sagar and 10 others in the case.
Rejecting the bail pleas of Yeddyurappa and Setty on the grounds of gravity of their offence, the court said the involvement of both in the alleged irregularities in denotification of lands was 'all-pervading'.
It said since they were powerful and influential people, they could put pressure on the witnesses and tamper with evidence.
Earlier, reading out his order in a packed court, the judge said he has rejected the bail pleas of Yeddyurappa and Setty but allowed those of 14 others.
Shortly after Yeddyurappa surrendered, a Lokayukta police team, headed by its Deputy Superintendent of Police Prasanna Raju, escorted him to Parappana Agrahara Central Prison on the city outskirts.
The court also rejected the applications moved by Yeddyurappa seeking exemption from personal appearance on grounds that he was suffering from severe back pain and unable to take the stairs.
The judge directed Yeddyurappa's family members to furnish a bond for Rs five lakh and Rs 10 lakh as surety in the two cases for their bail and also submit to the court a chartered accountant-certified copies of bank accounts of Davalagiri Properties and Adarsh Homes Pvt Limited owned by them.
The court directed the remaining accused freed on bail to furnish a bond for Rs five lakh and slapped conditions that they should not tamper with evidence and not make any attempt to flee the country.
Setty collapsed as the court pronounced the order. Seeing his condition, the judge directed officials to provide proper treatment before taking him to jail.
Minutes after learning about the court order, Chief Minister D V Sadananda Gowda cancelled his trip to Mumbai and was closetted with some of his ministerial colleagues, including Home Minister R Ashoka.
Lawyer Srijan Basha, on whose complaint the court acted against Yeddyurappa, had alleged that the former chief minister denotified lands in Arakere, Agara, Devarachikkanahalli, Geddalahalli in favour of the accused causing huge losses to the state exchequer.
People gathered in large number outside Yeddyurappa's Race Course residence as a police team entered with the arrest warrant.
Earlier, Yeddyurappa rushed to a temple to invoke the blessings of the Gods and appeared before the court before the sitting ended for the day.
Chief Minister Sadananda Gowda summoned Bangalore City Police Commissioner Jyoti Prakash Mirji and held discussions with him on law and order issues.
The workers on strike at Suzuki Powertrain India Ltd. (SPIL) and Suzuki Motorcycle India Pvt. Ltd. (SMIPL) vacated factory premises Saturday morning, following an order from the Haryana government.
The workers at the two companies have been on strike since October 7 in support of their colleagues who have struck work at Maruti Suzuki India’s (MSI) Manesar plant.
“We have decided to vacate the plant as per the government order but we will continue our strike,” SMI Employees Union President Anil Kumar told PTI.
Similarly, workers at SPIL are leaving the factory which they have occupied since October 7.
“We are vacating the plant premises under compulsion as police have threatened action but we will continue to be on strike outside the plant,” SPI Employees Union President Sube Singh Yadav said.
Taking a tough stand, the Haryana government on Thursday declared the strike by the workers at the three entities of Suzuki Motor Corp in India illegal and initiated process to cancel registrations of unions at SPIL and SMIPL.
On Friday evening, the striking workers of MSI’s Manesar plant had vacated the premises, following an order from the Punjab and Haryana High Court.

Rail roko begins in Telangana; TRS, Cong leaders detained

Several pro-Telangana leaders, including elected representatives of TRS and ruling Congress, were taken into custody today as the three-day 'rail roko' agitation began in the region in support of the statehood demand.

Among those taken into preventive custody were Telangana Rashtra Samiti (TRS) President K Chandrasekhar Rao's son and MLA K T Rama Rao and his daughter K Kavitha, who is President of Telangana Jagruti, a cultural outfit of TRS.

Police thwarted attempts by Rama Rao and his supporters to lay siege to the residence of Home Minister Sabita Indra Reddy, while Kavita was taken into custody for squatting on railway track at Moula Ali Station here.

Medak MP Vijay Shanti was detained near Lakadi-ka-Pul station here while Karimnagar Congress MP Ponnam Prabhakar and ex-Minister Jeevan Reddy were detained in Karimnagar district. Congress MP S Rajaiah was taken into custody in Warangal.

Police also took into custody scores of protesters, who squatted on rail tracks in different districts of the region and raised slogans in support of Telangana.

As a precautionary measure, the South Central Railways (SCR) has announced cancellation of as many 124 passenger trains and diverted/rescheduled some others, including local trains, passing through Telangana, already crippled due to the month-long strike by Government employees.

Andhra Pradesh Police have made elaborate security arrangements to thwart attempts by Telangana supporters to disrupt rail services. Central paramilitary forces have been deployed in the state capital and all Telangana districts.

Telangana-Joint Action Committee (T-JAC), consisting of some political parties and people's organisations, has called for a rail blockade from today to October 17 to press for statehood to the region.

40 people killed in Nepal as crowded bus falls into river;
                                 
                           KATHMANDU: At least 40 people were killed on Thursday when a crowded passenger bus skidded off a hilly road and fell into Sunkoshi river in eastern Nepal.

The bus plunged into the river at Ritthebhir area in Jhangajholi village of Sindhuli district, 150 km east of Kathmandu, killing 40 people and injuring 16 others, police said.

However, 11 people traveling on the roof of the bus managed to jump off as the bus went out of control. The bus was en route to the capital.

Police and rescue workers carried out rescue work with the help of locals. The injured passengers have been brought to Kathmandu for medical treatment, police said.

This is the biggest bus accident in Nepal after the Vijaya Dashami festival. Although the exact reason of the accident could not be known yet, it is presumed that overload might have caused the accident.

The dilapidated roads, old public transport vehicles and overcrowded bus are the main causes of highway accidents in Nepal.

Philip Hammond to replace Liam Fox as new UK defence minister;  
           LONDON: Philip Hammond will become UK's new defence minister after Liam Fox quit following a spate of revelations and allegations against his former flatmate and best man, Adam Werritty.

55-year-old Hammond, who was appointed transport minister in the Conservative-led coalition in May 2010, has been pushed into the key cabinet post.

Werritty, who posed as an adviser to Fox and accompanied the latter to official meetings and foreign tours, was at the centre of the controversy that dogged Fox at every public engagement in the last week.

In his resignation letter, Fox said he had "mistakenly allowed the distinction between my personal interest and my government activities to become blurred."

New revelations today indicated that financial backers linked to Israel and a private intelligence company helped fund the travels of Werritty.

According to The Times, financial backers from Israel and a private intelligence company helped put in 147,000 pounds in a company set up by Werritty.

Responding to Fox's resignation, Prime Minister David Cameron said: "I understand your reasons for deciding to resign as defence secretary, although I am very sorry to see you go."

"We have worked closely for these last six years, and you have been a key member of my team throughout that time," he was quoted as saying by BBC.

The Oxford-educated transport secretary becomes Britain's seventh defence secretary in ten years.

Hammond, who became an MP in 1997, has worked in a variety of business environments, including manufacturing, property and construction and oil and gas. 
 
 

British defence minister Liam Fox quits;

 LONDON: British defence minister Liam Fox resigned on Friday, forced out over his close working relationship with a friend who posed as his advisor despite having no official government role.

In his resignation letter to Prime Minister David Cameron, the Conservative lawmaker admitted he had allowed the distinction between his personal and government activities to be blurred through his work with Adam Werritty.

"I mistakenly allowed the distinction between my personal interest and my government activities to become blurred. The consequences of this have become clearer in recent days. I am very sorry for this," Fox wrote.

In his letter of response, published by Downing Street, Cameron said he understood why Fox was leaving but was "very sorry to see you go" and praised his achievements in 17 months as defence secretary.

"I understand your reasons for deciding to resign as defence secretary, although I am very sorry to see you go," the prime minister wrote, adding that he hoped Fox and his wife Jesme would remain his "good friends".

In his letter of resignation, which comes after days of allegations about his relationship with Werritty, Fox said: "I have also repeatedly said that the national interest must always come before personal interest.

"I now have to hold myself to my own standard.

"I have therefore decided, with great sadness, to resign from my post as secretary of state for defence -- a position which I have been immensely proud and honoured to have held."

Fox's departure leaves a vacancy at the top of the ministry of defence at a crucial time, when British forces are still deployed on a NATO mission in Libya and continue their ten-year operation in Afghanistan.

The minister also had the job of pushing through eight percent cuts to the armed forces budget as part of a government-wide austerity drive, which saw him confront military chiefs over what he described as years of mismanagement.

"I am particularly proud to have overseen the long overdue reforms to the Ministry of Defence and to our armed forces," Fox said.

"I am proud also to have played a part in helping to liberate the people of Libya, and I regret that I will not see through to its conclusion Britain's role in Afghanistan, where so much progress has been made."

Fox is the second member of Cameron's coalition government to resign since it took office in May 2010 -- the first, Liberal Democrat minister David Laws, was forced to stand down within weeks of the election over an expenses scandal.

Cameron said Fox had done a "superb job", saying: "You can be proud of the difference you have made in your time in office, and in helping our party to return to government."

 

Murdoch's top aide quits after WSJ hit by circulation scam;

     LONDON: Rupert Murdoch's media empire, recently hit by the UK's phone hacking scandal , suffered another setback after one of its senior-most European executives resigned in the wake of an alleged circulation scam at the Wall Street Journal.  

Nick Davies of The Guardian , whose series of reports blew the lid off phone-hacking and other unethical news-gathering practices at News of the World, on Thursday reported the circulation scam at WSJ, a flagship newspaper of Murdoch's News Corporation.


Andrew Langhoff, the European managing director of WSJ's parent company, Dow Jones and Co in Europe, Africa and the Middle East, resigned on Tuesday. Dow Jones and Co was bought by News Corporation in 2007.

Dow Jones said in a statement that Langhoff stepped down "because of a perceived breach of editorial integrity".

The Guardian, however, reported that it found evidence that the WSJ had been channelling money through European companies in order to secretly buy thousands of copies of its own paper at a knock-down rate, misleading readers and advertisers about the WSJ's true circulation . Terming the scheme 'bizarre' , the report said that the scheme included a formal, written contract in which the WSJ persuaded one company to cooperate by agreeing to publish articles that promoted its activities, a move which led some staff to accuse the paper's management of violating journalistic ethics and jeopardizing its treasured reputation for editorial quality.

Internal emails and documents suggest the scam The Guardian reported, was promoted by Langhoff. The highly controversial activities were reportedly organized in London and focused on WSJ's European edition, which circulates in the EU, Russia, and Africa.

 
87 bombs found at British nudist beach;
            
            

The Royal Navy was called in after 26 bombs, including two submarine depth charges and at least six 10-pound mortars, washed up on the beach. A subsequent search unearthed 61 more explosives, The Sun reported Thursday.

The navy's elite team of bomb disposal officers detonated explosives in the sea near the shore.

A string of other items such as bullets were part of the haul found at Leysdown beach on the Isle of Sheppey in Kent, the newspaper said.

North Kent coast guard manager Colin Ingram, who oversaw the controlled explosions, said: "It is quite a find. A lot of shooting and plane exercises happened around Leysdown."

"Sometimes the shells wouldn't go off when dropped from a plane or shot from a rifle," he said.

"They were cushioned by the mud and did not explode."

The east side of the beach - often called Shellness - is the official nudist area.

It is listed on the UK's Naturist Factfile, which says: "Recent reports suggest regular use by 20 to 30 naturists, with up to 100 at busy weekends."

The website adds: "This beach is a mixture of sand, shingle, shells and, in places, mud."

A sunken Second World War wreck - the SS Richard Montgomery - lies two miles off the coast and is packed with 1,400 tonnes of explosives. But the bombs on the beach are not thought to have come from the stricken US vessel which went down in 1944, according to the newspaper.
LONDON: A total of 87 bombs, some dating back to the late 19th century, washed ashore at a nudist beach in Britain, as stunned naturists gawked during a two-day sweep of the sands by the Royal Navy.

 

 


UN to reduce Haiti mission, peacekeepers at record high


UNITED NATIONS: The United Nations aims to cut back its peacekeeping force in Haiti this year as the number of blue-helmet troops around the world hits a record of more than 120,000, officials said on Thursday.

The new head of UN peacekeeping, Herve Ladsous, said the cutback was not linked to the sexual assault and cholera scandals that have hit the Haiti mission, known as MINUSTAH, this year.

The UN Security Council is to approve an extension of the MINUSTAH mandate on Friday.

The United Nations sent a "surge" of about 3,000 specialist engineering troops to Haiti after the January, 2010 earthquake which killed more than 200,000 people.

"We believe that it should be possible to reduce, to come back to the levels of MINUSTAH before the earthquake," Ladsous told a press conference.

At the end of August there were about 8,700 troops from 18 countries in the mission, 3,500 police and 500 civilian personnel. UN Secretary General Ban Ki-moon has recommended reducing this by about 2,750 over the next 12 months.

The UN force in Haiti, the poorest nation in the Americas, has been tainted by scandal.

This year a group of Uruguayan troops were accused of raping a Haitian youth. Five Uruguayan troops have been jailed by a military court for disobeying orders and dereliction of duty.

"You cannot link that terrible incident with the overall perspective of the mission in Haiti," Ladsous said when questioned about the rape.

But MINUSTAH was already facing criticism for the UN peacekeepers from Nepal who, according to a study published by the US Centers for Disease Control and Prevention, brought a strain of cholera to Haiti responsible for an epidemic that has killed 5,500 people.

"In general I think there is a desire from the government of Haiti to retain MINUSTAH," Ladsous said, quoting one survey which said 60 percent of the population wants to keep the mission.

Ladsous said there were now more than 120,000 peacekeepers around the world, including about 98,000 uniformed troops. "We are at about the highest level ever," the Frenchman added.

"It is true that we have to cut back where we can," he said. "Of course we are going to reduce numbers where we can, and of course costs."

UN peacekeeping has an annual budget of about $8 billion and the Haiti mission alone will cost about $800 million in the current financial year.

Ladsous stressed that there would be no concessions on the security of serving troops. Two Rwandan troops and a Senegalese policeman were killed when their patrol in the Darfur region of Sudan was ambushed this week.

He said his first official tour would be to Sudan and South Sudan in two weeks time.

While the UN mission in Sudan has been closed since the July 9 division of the country, a new mission has been created in South Sudan and a force of up to 4,200 peacekeepers is starting to be deployed in the disputed Sudanese territory of Abyei.

UNITED NATIONS: Key members of the UN Security Council are considering a Yemen resolution that would call for an immediate cease-fire and transfer of power amid reports the security situation in the Middle Eastern nation is deteriorating rapidly.

The British-drafted resolution, obtained yesterday by The Associated Press, demands that Yemen's President Ali Abdullah Saleh step down in return for immunity from any prosecution.

The resolution is being discussed by the five veto-wielding permanent council members, and earlier this week, Russia's UN Ambassador Vitaly Churkin said Moscow preferred a weaker presidential statement.

But Churkin told reporters that he was now beginning to look at a legally binding resolution.

France's United Nations Ambassador Gerard Araud said he was pessimistic Wednesday about council adoption of a resolution, but was more positive Thursday saying "the Russians are permanently moving into the direction of a resolution."

Supporters of the resolution are hoping to circulate the text to the entire 15-member Security Council, possibly Friday, and would like to see a vote next week.

Unlike the resolution on Syria which was vetoed by Russia and China last week, the Yemen draft makes no mention of sanctions or any other measures.

It backs the initiative by the Gulf Cooperation Council the alliance of Saudi Arabia and five other energy-rich nations which calls for an immediate cease-fire and demands that President Saleh transfer power to his vice president in return for immunity from any prosecution.

Saleh endorsed the deal several times only to balk at signing at the last minute. He was gravely wounded in an explosion at his presidential palace in June and went to Saudi Arabia for treatment. During his absence, mediators and opposition groups sought to convince him to stay away and transfer power to his deputy, but he declined and returned abruptly to Yemen late last month.

The Security Council was briefed Tuesday by the UN special adviser on Yemen, Jamal Benomar, who told reporters afterwards that "the security situation has deteriorated very dramatically."

US birth rates decline amid recession


WASHINGTON: A sharp drop in birth rates in the US in the past few years reflects economic recession in the country that started in 2008, said a Pew Research Center report.

According to the report released Oct 12, births have been declining since 2007, when a record high number of births - 4,316,233 - was registered, reported RIA Novosti.

"Provisional data show that in 2010 births numbered just over 4 million," the report says, citing an analysis of multiple economic and demographic data sources.

The analysis has also found evidence of a correlation between souring economy and fertility declines by race and ethnicity.

"Hispanics, whose employment levels and household wealth were particularly hard hit by the Great Recession, have experienced the largest fertility declines of the nation's three major racial and ethnic groups," the report says.

According to the report from 2008 to 2009, birth rates dropped by 5.9% among Hispanic women, by 2.4% among black women and by 1.6% among white women.

Meanwhile, the US population keeps growing due to a steady influx of immigrants from all over the world who seek better life in America, the report notes.

The Pew Research Center is a non-partisan "fact tank" that provides information on the issues, attitudes and trends shaping America and the world. It was established in 2004 as a subsidiary of The Pew Charitable Trusts, a Philadelphia-based public charity.

US worries over China's underground nuclear network


WASHINGTON: A leading US lawmaker who fears budget cuts could delay modernizing the US nuclear arsenal voiced concern on Friday about an extensive tunnel complex designed to house Chinese nuclear missiles.

"This network of tunnels could be in excess of 5,000 kilometers (3,110 miles), and is used to transport nuclear weapons and forces," said Michael Turner, who chairs a House Armed Services Committee panel focusing on strategic weapons and other security programs.

"As we strive to make our nuclear forces more transparent, China is building this underground tunnel system to make its nuclear forces even more opaque," he added, citing an unclassified department of defense report.

Experts also expressed their concern about the network, whose existence was revealed by official Chinese media in late 2009.

The tunnels would allow China to launch a nuclear counter-attack if it was hit by a nuclear strike. "It's almost mind-boggling," said Mark Schneider, senior analyst at the National Institute for Public Policy.

"It has enormous implications in terms of their view toward nuclear warfare, survivability of their systems and their leadership in the event of war.

"It is virtually impossible to target anything like that, irrespective of how many nuclear weapons you have," he added.

Richard Fisher of the International Assessment and Strategy Center said the tunnel complex could allow the Chinese army to conceal its weapons.

"Do we really know how many missiles the Chinese have today?" he asked.

Turner expressed concern that planned cuts to the Pentagon could block efforts to modernize the US arsenal.

"We need to understand the potential long-term consequences of watching as Russia and China modernize their nuclear arsenal while we sit back and simply maintain our existing and aging nuclear forces," he warned.

President Obama sending troops to aid Africa anti-insurgency

WASHINGTON: President Obama on Friday said he is dispatching roughly 100 US troops to central Africa to help battle the Lord's Resistance Army, which the administration accuses of a campaign of murder, rape and kidnapping children that spans two decades.

In a letter to Congress, Obama said the troops will act as advisers in efforts to hunt down rebel leader Joseph Kony but will not engage in combat except in self-defence.

The White House says the first troops arrived in Uganda on Wednesday. Ultimately, they will also deploy in South Sudan, the Central African Republic and Congo.

Long considered one of Africa's most brutal rebel groups, the Lord's Resistance Army began its attacks in Uganda more than 20 years ago but has been pushing westward.

The administration and human rights groups say its atrocities have left thousands dead and have put as many as 300,000 Africans to flight. They have charged the group with seizing children to bolster its ranks of soldiers and sometimes forcing them to become sex slaves.

Kony is wanted by the International Criminal Court under a 2005 warrant for crimes against humanity in his native Uganda.

Obama's announcement came in low-key fashion -- a letter to the leader of the House, Speaker John Boehner, in which he said the deployment "furthers US national security interests and foreign policy and will be a significant contribution toward counter-LRA efforts in central Africa."

US drone attack in Pakistan kills 4


ISLAMABAD: At least four suspected militants were killed in Pakistan's volatile northwest in a US drone attack on Friday, the third such attack against the Haqqani network within two days, Pakistani intelligence officials in the region said.

The officials said that unmanned drone fired two missiles into a vehicle as it drove through Darpa Khel village in North Waziristan where a similar attack on Thursday killed a top commander of the Haqqani.

US officials in Washington described the commander as Janbaz Zadran aka Jamil.

Janbaz Zadran is believed to have played a central role in helping the Haqqani network attack US and coalition targets in Afghanistan.

Associated Press reported that Janbaz Zadran, was a key lieutenant to Badruddin Haqqani, one of the group's commanders and a son of its founder, Jalaluddin Haqqani.

Badruddin Haqqani is on a US state department blacklist. US officials declared him a terrorist in May. "His death in Miran Shah makes him the most senior Haqqani leader in Pakistan to be taken off the battlefield," the US official has reportedly said.

Unmanned drone attacks have escalated in the region since President Barack Obama took office in Washington and President Asif Ali Zardari and PM Yusuf Raza Gillani in Islamabad in 2008.

Around 275 drone attacks were reported since 2008 in Pakistan's tribal areas.

Last month, US secretary of state Hillary Clinton said that US was considering whether to label the Pakistan-based Haqqani network a foreign terrorist organisation.

Clinton, however, recently hinted that the Washington is open to talking with the Haqqanis. Relations between the US and Pakistan have been severely strained this year and worsened after the killing of al-Qaeda chief Osama Bin Laden on Pakistani soil by US Navy SEALs in May.

DAMASCUS: Syria forces killed 10 people on Friday as they fired on rallies supporting army defectors opposed to a crackdown that the UN said has killed more than 3,000 people.

"Ten demonstrators were killed today," Rami Abdel Rahman of the London-based Syrian Observatory for Human Rights said.

The toll included seven in Dael on the outskirts of Daraa, a flashpoint town in the south; a demonstrator in Saqba on the outskirts of Damascus, one in al-Qadam neighbourhood of Damascus and another on the outskirts of Aleppo.

"There were massive demonstrations in several Syrian cities despite a significant deployment of security forces," Rahman said, including a rally in Deir Ezzor, "the largest since military operations ended there in August."

Syrians also staged demonstrations in the northwestern province of Idlib, the central region of Homs, the coastal city of Latakia and Damascus, the Observatory said.

Pro-democracy activists called for nationwide demonstrations on Friday in support of "free soldiers" -- a reference to defectors -- after 36 people, including 25 soldiers, were killed in clashes across the country on Thursday.

"The free men of the army do not kill the free men of the people who are calling for their freedom," The Syrian Revolution 2011, a motor of protests, said.

The Observatory has reported mounting armed resistance to security forces. Clashes in Banash and Daraa on Thursday pitted troops against deserters, who apparently mutinied rather than obey orders to shoot civilian protesters.

British defence minister Liam Fox quits


LONDON: British defence minister Liam Fox resigned on Friday, forced out over his close working relationship with a friend who posed as his advisor despite having no official government role.

In his resignation letter to Prime Minister David Cameron, the Conservative lawmaker admitted he had allowed the distinction between his personal and government activities to be blurred through his work with Adam Werritty.

"I mistakenly allowed the distinction between my personal interest and my government activities to become blurred. The consequences of this have become clearer in recent days. I am very sorry for this," Fox wrote.

In his letter of response, published by Downing Street, Cameron said he understood why Fox was leaving but was "very sorry to see you go" and praised his achievements in 17 months as defence secretary.

"I understand your reasons for deciding to resign as defence secretary, although I am very sorry to see you go," the prime minister wrote, adding that he hoped Fox and his wife Jesme would remain his "good friends".

In his letter of resignation, which comes after days of allegations about his relationship with Werritty, Fox said: "I have also repeatedly said that the national interest must always come before personal interest.

"I now have to hold myself to my own standard.

"I have therefore decided, with great sadness, to resign from my post as secretary of state for defence -- a position which I have been immensely proud and honoured to have held."

Fox's departure leaves a vacancy at the top of the ministry of defence at a crucial time, when British forces are still deployed on a NATO mission in Libya and continue their ten-year operation in Afghanistan.

The minister also had the job of pushing through eight percent cuts to the armed forces budget as part of a government-wide austerity drive, which saw him confront military chiefs over what he described as years of mismanagement.

"I am particularly proud to have overseen the long overdue reforms to the Ministry of Defence and to our armed forces," Fox said.

"I am proud also to have played a part in helping to liberate the people of Libya, and I regret that I will not see through to its conclusion Britain's role in Afghanistan, where so much progress has been made."

Fox is the second member of Cameron's coalition government to resign since it took office in May 2010 -- the first, Liberal Democrat minister David Laws, was forced to stand down within weeks of the election over an expenses scandal.

Cameron said Fox had done a "superb job", saying: "You can be proud of the difference you have made in your time in office, and in helping our party to return to government."


Can't get seat in Delhi University, can make it to Ivy League

NEW DELHI: When Moulshri Mohan applied to colleges, she received scholarship offers of $20,000 from Dartmouth and $15,000 from Smith. Her pile of acceptance letters would have made any teenager smile: Cornell, Bryn Mawr, Duke, Wesleyan, Barnard and the University of Virginia.

But because of her 93.5% cumulative score on her final board exams, Moulshri was rejected by top colleges at Delhi University.

"Daughter now enrolled at Dartmouth!" her mother, Madhavi Chandra, wrote, updating her Facebook page. "Strange swings this admission season has shown us. Can't get into DU, can make it to the Ivies."

Moulshri, 18, is now one of a surging number of Indian students attending American colleges and universities, as competition in India has grown formidable, even for the best students. This summer, Delhi University issued cutoff scores that reached a near-impossible 100% in some cases. The Indian Institutes of Technology have an acceptance rate of less than 2% - and that is only from a pool of roughly 500,000 who qualify to take the entrance exam.

"The problem is clear," said HRD minister Kapil Sibal, who studied law at Harvard. "There is a demand and supply issue. You don't have enough quality institutions, and there are enough quality young people who want to go to only quality institutions."

American universities and colleges have been more than happy to pick up the slack. Faced with shrinking returns from endowment funds, a decline in the number of high school graduates in the US and growing economic hardship among American families, they have stepped up their efforts to woo Indian students thousands of miles away.

Representatives from many of the Ivy League institutions have begun making trips to India to recruit students and explore partnerships with Indian schools. Some have set up offices in India, partly aimed at attracting a wider base of students.

With more Indians flying to Ivy League institutions, the US state department held a US-India higher education summit meeting on Thursday at Georgetown University to promote the partnership between the countries. Indians are now the second-largest foreign student population in America, after the Chinese, with almost 105,000 students in the US in the 2009-10 academic year, the last for which comprehensive figures were available. Student visa applications from India increased 20% in the past year, according to the American Embassy.

Although a majority of Indian students in the US are graduate students, undergraduate enrolment has grown by more than 20% in the past few years. And while wealthy families have been sending their children to the best American schools for years, the idea is beginning to spread to middle-class families, for whom Delhi University has historically been the best option.

American universities have now become "safety schools" for increasingly stressed and traumatized Indian students and parents, who complain that one fateful event - the final high school examination - can make or break a teenager's future career. This admission season, students exchanged exam horror stories.

One knew a boy who was sick with typhoid but could not reschedule. "I know a girl who saw the physics paper and she fainted," said Nikita Sachdeva, her eyes widening. Nikita, 19, graduated from Delhi Public School in 2010, with a 94.5%, one point shy of the cutoff to study economics at St. Stephen's, one of the top colleges at Delhi University. She decided to take a year off and work as an intern at a nonprofit group affiliated with the Who, while applying to American universities.

But for some students, it is not merely the competition that drives them to apply to study in the US. It is also the greater intellectual freedom of an American liberal arts education. India's educational system is rigid, locking students into an area of study and affording them little opportunity to take courses outside their major beyond the 11th grade. Only a few courses of study are considered lucrative career paths.

Team Anna rift? Santosh Hegde takes dig at Arvind Kejriwal


NEW DELHI: Cracks have appeared in Team Anna just a couple of months after they pushed the political class to agree to create a strong Lokpal and galvanized popular opinion against corruption, as members pursue their individual agendas.

On Friday, Anna Hazare and other members of the group distanced themselves from their comrade Prashant Bhushan's advocacy to allow a plebiscite in Kashmir Valley on whether it should remain with India, while Justice Santosh Hegde hit out at Arvind Kejriwal for siding with Congress's opponents in Hisar Lok Sabha by-election.

Hegde, who was a representative of Team Anna in the joint drafting committee on Lokpal Bill, also took a dig at Kejriwal for his remarks that Hazare was above Parliament, observing that such things happen when somebody talks "too much".

With divisions sharpening on whether the group should campaign against Congress before seeing whether the government passes the Lokpal Bill in the winter session, the group also announced the postponement of Hazare's plan to take out a yatra in Uttar Pradesh.

Even as the spotlight remained focused on the brutal assault on Bhushan by right-wing activists who were angry with him for saying that Kashmiris should be allowed to go their separate way if they don't wish to be part of India, Kejriwal issued a statement saying that Team Anna was against plebiscite. The statement also stressed that the solution to J&K problem, which was a complex one, had to be found within the constitutional framework.

Early on, speaking in his village Ralegan Siddhi, Hazare was more forthright in his criticism of Bhushan. "Whatever views he has articulated is not right," he said in response to Bhushan's radical proposal on the challenge in J&K.

Agency reports that Hazare was ambivalent on Bhushan's continuation in the core team led to widespread speculation, leading the Gandhian to issue a statement later saying, "I would like to state here, that besides Prashant Bhushan's opinion on the Kashmir issue, he is still an integral part of our team," Hazare said.

Kejriwal too rushed in to issue a denial that Bhushan could be dropped. "He is an integral part of the team. He is a very respected citizen who has worked in several areas including environment and human rights. He has played a crucial role in the anti-corruption movement also," Kejriwal said referring to Bhushan.

He also clarified that Bhushan had been read out the draft statement before he left for the US.

But as he struggled to scotch the state of equations among leading members of Team Anna, Kejriwal himself came under attack from fellow member of the core committee Justice Hegde for campaigning against Congress in the Hisar Lok Sabha by-election. Saying that Kejriwal, said to be instrumental in Team Anna's decision to oppose Congress in the by-election, "jumped the gun", the retired SC judge said, "I believe (Hazare) movement is and should be apolitical. Even before Parliament could debate the Lokpal Bill, they went to Hisar and campaigned against the Congress. I don't think it was the right thing to do."

In an interview to an newsmagazine, Justice Hegde suggested that in Hisar, there was little to chose between Congress and the candidates its opponents fielded. Emphasising that he was not pro-Congress, he said he did not know much about the Congress candidate in Hisar but claimed that Kuldeep Bishnoi (of Haryana Janhit Congress) and Ajay Chautala (INLD) were not above board. "How then do we ask people to vote against the Congress," he said.

The retired SC judge said there was no specific consultation on campaigning in Hisar and after he raised his opposition, Kejriwal called him to clarify that the plan to oppose candidates had been shared and discussed. "But to my knowledge, that was to be done only if Parliament and parties had reneged on their promise to pass the Lokpal Bill. I had to tell Kejriwal that, as far as Hisar was concerned, we had jumped the gun. Now, what happens if the Congress passes the Bill during the winter session? By the way, it is not just about the Congress, it is the UPA. However eager one may be to bring about change, we should allow the system to work. We should be patient," he said.

He also said that corrupt candidates were in all parties and not just in Congress. "If Anna and the other team members felt compelled to intervene in the electoral process, they should have only asked the people to choose the best candidate. That would have been the ideal thing to do," Hegde said when asked whether he was uncomfortable with the Hisar episode.

Asked about the 'Anna-above-Parliament' remark by Kejriwal, Hegde said it was "unwarranted" and "this is what happens when you talk too much". He recalled that when politicians said that Parliament was supreme, "I opposed it. That is because the Supreme Court can strike down any unconstitutional move by Parliament".

Team Anna members said they feared further attacks against their members and it appeared that this was a conspiracy by the government to take attention away from the issue of corruption.

Meanwhile, Hazare has put off his planned 'yatra' till the end of the winter session of Parliament. "Anna will not say anything now. Wait till the winter session is over. He will wait for the winter session. Let us see whether Congress brings the Bill," Kejriwal said.

However, other members of the team will visit Uttar Pradesh from October 17 educating people about the need for a strong Lokpal. "We will ask people to wait till the winter session and will ask them not to vote for Congress if they do not bring the Bill in the winter session," he said.

On October 17, the team will go to Banda in Bundelkhand and Kanpur and the next day, they will be in Unnao and Lucknow.

Asked why they were not opposing BSP, Kejriwal said, "There is no need for that. Even if Mayawati desires (that the Bill is enacted), the Lokpal Bill will not come. But if Sonia Gandhi desires, it will come in two minutes. So we need to scare Sonia and not Maya."


Bofors reloaded: Defence ministry stung again

NEW DELHI: Allegations of kickbacks paid to middlemen in purchase of Bofors artillery guns led to one of the worst electoral defeats for Congress party in the late 80s, and since then the Army has been unable to purchase even a single new artillery gun for over the past 25 years.

But there is a yet unheard of twist to the Bofors scam, it now emerges. Sources said the blame for Army's stalled artillery modernization may lie closer home, with the government sitting on the transfer of technology that permits India to manufacture the Bofors gun in the country.

As the military top brass desperately look around for solutions to the crippling shortage of artillery guns, they stumbled upon the fact that India actually has the entire drawings of the Bofors guns, and had paid for the transfer of technology to manufacture the gun in India. But the Ordnance Factory Board sat on the drawings all these years, never attempting to make the gun in India.

A senior official, not very amused at the turn of events, told TOI that they have now asked OFB to manufacture six prototypes of the Bofors artillery guns within the next 18 months. "If we had indigenous capability, then all these years of effort to buy foreign guns and such crippling shortage in capabilities wouldn't have been there," he said.

A senior military source said the OFB has now been asked to manufacture two guns of the 155/39 mm caliber, the original make of the Bofors gun bought in the 80s. Two others would be of the same caliber but upgraded with new capabilities. The OFB has also been asked to make two guns of 155/45 mm caliber. All the six guns would be towed guns, sources said.

Once they are ready, the Army would put them through extensive field trials and once cleared, OFB could then resort to mass production, one of the officials said.

Despite repeated efforts, OFB representatives were not available for comments on the transfer of technology for Bofors. One OFB official said the board has "dedicated and fully integrated facility for manufacture of various calibers of artillery guns".

For years after the Bofors scandal, there were no efforts to buy new generation artillery guns. When the Kargil conflict of 1999 took place, the Army had to cannibalise some of the guns to run the rest of them to deadly effect.

Over the years, there have been several trials, cancellations, retrials and other efforts. But none of them have succeeded in getting the Army a new generation of artillery guns, leading to serious concern among the Army top brass about the war fighting capabilities.

The closest government came to buying a new generation of artillery guns recently was when the Army concluded detailed field trials, maintenance assessments etc for a government-to-government deal with the US for buying Ultra Light Howitzers for mountains. But even that has now run into legal tangle, with the defence ministry telling Army that a High Court order may be a hindrance. Now the entire issue is under legal examination.

How was your experience acting with Rajnikanth?
The first time I came to Mumbai, I saw the film shooting of Rajnikanth. I wanted to speak to him at that time. I wanted to act with him in future. That dream has been fulfilled. Rajni has donned a small role in Ra One. He who has such a good heart came to Mumbai and acted in this film. Instead of telling that I have acted with him, I should say that I am really blessed standing by him who has so much humanity.
I have already acted with Kamal Haasan in Hey Ram. I am proud that I have acted with Rajnikanth and Kamal who are lions. In that way I think I have the blessings of the God. Kamal Haasan is a very good actor. I have learnt a lot of things from him. I have acted with Ajith in the film Ashoka. He is also a good friend of mine.
How is Rajnikanth? Have you met him in Chennai?
Rajnikanth is very healthy. He is very much interested to act in Raana. I am also expecting Raana very much.
Will you act in direct Tamil films?
I like to act but I don’t know the language. I am ready to act in a dumb role in a Tamil film directed by Manirathnam. The best actors and technicians in the world are here.
If you want to remake a Tamil film, which film will you choose?
You tell. Which film will be good if it is remade in Hindi? Now the trend in Mumbai is to make remake Tamil films.
Will you act in Rajnikanth’s remake film?
It is a difficult thing. I cannot even think of it. It is above imagination.
